Creative PEC response to the AI and Copyright Inquiry


On 6 March 2026, the House of Lords Communications and Digital Committee published its report on AI, copyright and the creative industries, with recommendations to prioritise licensing arrangements that allow AI developers to access creative content with permission and payment, alongside calling for greater transparency around training data and clearer government policy direction.

Creative PEC was directly invited to submit evidence to the inquiry in December 2025, and our submission is now available to download below.

This latest submission updates a previous response to the UK Government’s open consultation, submitted in February 2025, which is available here.
