Heather is a Policy Adviser at Creative PEC, where she works with a specific focus on local and regional policy for the cultural and creative industries. Before joining the PEC in 2025, she worked in local government policy and has previously held policy roles in women’s organisations and Parliament’s Women and Equalities Select Committee team.
Heather holds a PhD in Cultural Studies from Newcastle University, for which she researched the relationship between popular culture and ‘mixed-race’ identities in the UK. Her broader interests include the politics of memory and heritage, and inclusivity and equality in education and policy spaces.
