
Founder & Director, Pulmón Creativo
Enrique Avogadro is a Buenos Aires-based consultant, writer and speaker specialising in the creative economy and cultural policy. He served as Minister of Culture of the City of Buenos Aires, Vice Minister of Culture of Argentina, Undersecretary of Creative Economy and Director of the Metropolitan Design Centre. He now leads Pulmón Creativo, a consultancy helping governments, companies, multilateral organisations and foundations use culture and creativity as drivers of development; recent work includes a regional study of the audiovisual industry with Netflix and the Inter-American Development Bank. He writes Pulmón Creativo, a weekly newsletter on the creative industries read by 9,000 subscribers across Latin America, and leads Baikal Creativo, an online learning community for the Spanish-speaking creative sector where he hosts weekly conversations with leading practitioners. He is currently researching vertical microdramas as part of a Master’s in Content Management, and spoke at TEDxRíodelaPlata in 2025.
