Seminar Series: “The cost of undoing Europe”: Brexit and the UK textile and the apparel industry

Research on the effects of the UK’s exit from the EU’s Single Market and Customs Union in 2021 on specific industries is still scanty. In this paper, we examine the consequences of withdrawing from the EU membership on UK firms operating in the textile and apparel (T&A) industry, highly sensitive to value chain disruption. The analysis relies on unique firm-level information collected through an original survey conducted between May and September 2022 with 1,008 respondent firms. With the (re)introduction of trade barriers, Brexit has brought back many of the difficulties that were affecting firms before the completion of the Single Market: the “cost of undoing Europe” is in line with what predicted then for the “cost of non-Europe”, amplified by modes of production now entrenched in international – and particularly continental – networks and value chains. Our findings show that the UK’s formal departure from the EU has severely affected T&A firms and their upstream and downstream linkages, with dramatic implications for structure and geography of the value chain and, ultimately, firm survival.
