Dr Tom Fleming is a global authority on cultural policy and the creative industries. His work focuses on advising governments, municipalities and institutions across the world to develop effective research, policy, strategy and action. As director of TFCC, he has for 20 years led strategic research projects in every region. His portfolio includes national cultural and creative industries strategies for countries as diverse as Malaysia, Jamaica, Oman, UAE, Vietnam, Ukraine, Egypt, Moldova, Mongolia, Brazil and Kuwait. He has led cultural and creative industries baseline studies and strategies in 100s of cities across the world. He has also led evaluation and insight studies and advised on regulation, evidence frameworks, investment and cluster models.
